A UK consultation on packaging, appearance and display closes at 11:59pm on 2 October 2026. The packaging and display limbs cover nicotine products, and the department's own guidance says that includes pouches.
The figure on a pouch tin describes content. What reaches the user is a separate quantity, and the category continues to present the first as though it were the second.
Until that date, the 18+ line at the till is retailer policy. After it, it is law. The distinction has mattered more than the category's marketing suggested.
